The cop mode in the game is meant to be much more tougher and meaner and have tougher cars. The perks that are assigned to each cop car includes Road Blocker.
The racer mode of the game is for player who like to just race around and escape the cops while achieving objectives on the way. The racers have cars that are much more faster than the police cars but they are much more fragile and take a beating easily. The cop chases begin during races and the players have to fight off the cops while staying in first place in the race. The racers also have the ability to call in power-ups like the Radar Jammer which when activated causes the sounds in the game to be muffled like the police radio and boost the sound of the car itself which helps in escaping from the pursuer.
